I strongly suggest to move around and make yourself a good farming route, as well as if any friends or guildies of yours are about to farm them, organize a group and move together, as everybody can loot the herb for a few seconds after it's been gathered for the first time.
Go west to the other side and follow the path up. If you start in 'Meredil', go over the bridge at the flight point and then go to the right, go up the hill and then go down on the right to the 'Felsoul Hold'. In this last path, there are some ruins with plenty of spawn points. Flight point: Meredil - Ancient Cloudwing Achievement: Adventurer of Suramar-> Gorgroth Item: Soulcrush Legplates - not a 100 drop. The trick here is that Starlights spawn on both left and right sides of the path, so I usually move north to the way when I'm going to Val'Sharah, and then south when I'm coming back to Meredil. I usually start farming on the bridge located 34,42, and I follow the path until Val'Sharah, and turn around. To this day, I've farmed more than 1000 Starlight Roses and haven't unlocked the 3rd skill rank.

Will update the comment with further farming info, plus the path I followed to farm. Which more or less, in my experience, went to 650 plants gathered, with the 3rd rank quest item having less than 0.15% chance to drop.
If you start in 'Meredil', go over the bridge at the flight point and then go to the right, go up the hill to south and cross the way to a ruin, there you will find Mal'Dreth the Corruptor. 577 Starlight Roses (about 40 of them from the spawned mob) Flight point: Meredil - Ancient Cloudwing Achievement: Adventurer of Suramar-> Mal'Dreth the Corrupter Item: Inquisitor's Shadow Orb - not a 100 drop.
